Mother confronts sex offender at Rossford Target after he recorded video of her 16-year-old daughter

ROSSFORD, Ohio (WTVG) – An altercation at the Rossford Target was caught on video. Cellphone video shows what happened after a 16-year-old girl told her mother a stranger was taking video of her on his cellphone.

“I looked at her and said, 'What? What? What happened?' and she said, 'He's filming me,'” explains Monica Geisel, who quickly confronted the man.

In the video taken by her daughter, the man claims he filmed her shopping cart, but when he showed Geisel what was on his phone, she said she was horrified.

“I see a lot of videos on there of other people, other girls, and then I try to grab his phone and he immediately pushed my arm away and took it and then he walked away,” Geisel said. “Not only was he filming people, he was filming her in an inappropriate way and zooming in on parts of her body.”

It turns out that the man is a registered sex offender.

After Geisel followed him to the front of the store, Rossford police stopped his vehicle for a traffic violation. However, Rossford Police Chief Todd Kitzler said the man technically did not commit a crime.

“There are definitely some concerns, but unfortunately this person has not broken any laws at this time, and that puts us in a difficult position because we know there was probably some malicious intent, but there is nothing we can do about it legally,” said Police Chief Kitzler.

Now Geisel is doing what she can by spreading the word and posting the video online to make others aware.
