BWC video shows Arizona police standoff with suspect in possession of multiple weapons

TUCSON, Arizona – Authorities have released video footage of a fatal shooting involving an officer during a domestic violence call on Tucson's east side in April.

The incident began around 10 p.m. on April 3, when police were called to a home in the 7300 block of East Calle Merida, near East Broadway and South Kolb Road, according to the video report from the Pima Regional Critical Incident Team, a multi-agency police group that investigates police shooting incidents here.

A 911 caller told police that Jacob Keith Dyer, 27, was drunk and attacking people in the home. The caller said he took a knife belonging to Dyer and shotgun shells from the home and was waiting outside for police.

Officers were told that Dyer had mental health issues and had become “unusually violent” after drinking. They were also told that there were several weapons in the house.

At one point in the standoff, police attempted to use non-lethal force to stop Dyer from entering a vehicle parked in the front yard. He was able to run back into the house. As negotiations continued, police said Dyer “exhibited erratic behavior, including screaming, breaking glass, causing injury to himself,” and “loading a shotgun multiple times.”

As the video shows, Officer Kyle Frank, a 16-year veteran of the Tucson Police Department, shot Dyer as he stood at the slightly open front door and pointed a gun at the officers.

No other officers were injured.

Seven weapons and several hundred rounds of ammunition were found in the house.

The investigation is ongoing. The results of the investigation, which is being led by the Pima County Sheriff's Department, will be forwarded to the Pima County District Attorney's Office as is customary.
